Leuven is located in the Flemish Region, and the regulatory framework differs significantly from that of Brussels or Wallonia. This is a point that many buyers discover too late, at the time of signing the deed.

PEB label E or F: six years to reach at least label D

Since January 1, 2023, anyone acquiring a property in Flanders with an energy performance certificate (EPC) showing a label E or F is required to renovate it to achieve at least label D. Initially set at five years, the deadline is now six years from the date of the notarial deed starting January 1, 2026, including for ongoing obligations. Compliance is proven by a new EPC certificate issued after the work.

Failure to comply with this obligation exposes one to an administrative fine ranging from 500 to 5,000 euros for a dwelling, and the obligation remains: a new deadline is simply imposed. It should be noted that protected buildings or those listed in the architectural heritage inventory are exempt, which concerns part of the historic center of Leuven.

Specifically, moving from an F label to a D label generally represents a jump of two classes. In a typical bel-étage or terraced house, it is often achieved by combining roof insulation, cavity wall insulation, and replacing the heating system. The real challenge is the order of the work: addressing the envelope before sizing the heating prevents overpaying for equipment that will then be too powerful.
